The Arbiters or Judges are very high-ranked spirits like the Archons, created as a way to negotiate between good and evil. There were three of them: one for Heaven, one for Hell and a third unaligned one. Sylmaria, known as the Twilight Arbiter.
She is bold, fair (in both meanings) and wise. Although she is not so skilled at combat, she has a permanent magic shield which protects her against any kind of attacks, extremely hard to break, and is able to handle and master both Light and Dark magics.

Heal: 30% hp

Order of Savagery : Passive - Increase ATK 250% & increase proc rate 5%.
Absolute Authority : 40% Chance to Silence target team.
Judicious Execution : 20% chance to instantly kill enemy team.
Bold and the Beautiful : Chance to Stun enemy team. Three time per battle.
Austere Companions: Chance to silence enemy party
